Is it only the two screws at the lower edge? Is there some backside bracket that is holding the outside tag bracket to the front fascia?

There are three pop rivets holding the bracket on,drill off the heads and it pops right off, fill in the holes with color matched plastic plugs and your set ;)

Yep, pop out the rivets and then plug the holes.
