Can anyone help me figure out how to adjust the fog lights on my 2009 LTZ? Removing the bumper to do so makes no sense to me.

Well I can only tell you what it is for the earlier models. Though GM doesn't change their style often, this may not be it so you'll have to check.

There are 2 torx screws that look like they hold the foglight in place. You can see them from the front, but they're at the top of the light so they're a little hard to see. Those adjust the foglights. Like I said, it may not be the same on your car but if you see those, that is what they will most likely be. The bolts (for the mounting bracket) for mine are up underneath the car and are covered by a splash shield.

ODG is right. There are Allen screws above the lamps that might be obscured by the facia though.

you can take off half splash guard and reach in change bulb and adjust the light with out taking off the bumper
