Can I use a 9005 high beam lamps on low beams ? Car is slightly raise in the rear and the lights are adjusted lower to the ground.

Do you mean 9005 bulbs in your low beams?

The bulb size for the low beams should be 9006, and high beam bulbs are 9005. I have no idea if you can fit it properly in the housing. If size difference isn't much you could probably mod it but too much work IMO. Just replace them.

Low beam halogens have a shield, either as part of the headlight assembly (least often) or a coating on the end of the capsule (most often). It prevents light from directly exiting the bulb as stray light and blinding oncoming traffic. High beam bulbs (those that have only one filament) have no shield since they are to be used when there is no oncoming traffic within a reasonable distance.

Using the high beam bulb as the low beam will result in a lot of angry motorists. Please use the correct bulb.

Why don't you have the headlights adjusted in the first place? A bodyshop can do this or you can do it yourself. There are two screws that adjust the aim, the one to the outer side raises and lowers the beam the inner moves it side to side, it does take a special socket that looks like a torx but inverted.

yes you can do that and thats what i am going to be doing to my 2003 malibu, there are some sites that show how to mod the bulbs to fit in, and actually i would recommend getting these toshiba 9011 bulbs they put out more lumens than a normal 65 watt bulb which is the highest street legal bulb. i would recommend these over sylvania bulbs everyday. here are some links to check out. i ordered mine from http://www.rallylights.com/default.aspx
