We just received a set of wheels that we bought from eBay. They came off a 2004 Chevrolet Malibu with 87K miles which doesn't seem like it.

We decided to keep them because they were not expensive but hopefully we can fix them.

This is the problem. I believe it's the clear coat that looks so bad but hopefully someone knows.

The inside seems different from the outside but it's also pretty hard to remove

They are pretty far gone and IMO not worth the time or money to refinish.

What I would do is just powdercoat or paint them.
