I can't see how it makes any sense not to own one anymore. It's as basic a tool as a socket set. This will read & clear most of the codes that most people encounter: i.e.- the powertrain codes.

Where's the link to this $22 code reader? I have money and need to spend before my wife finds it!

Good idea; I ordered one. With Amazon Prime and an unused $50 Amazon gift card, I did not have to shell out any cash.

Actually most people won't encounter powertrain codes. The powertrain in modern cars rarely fails compared to the items in the rest of the car. Powertrain codes make up about 55% of the total number of codes that can be encountered on a GM car. A number of codes don't light any lights the only way you know something happened is that something doesn't work. The first step with any failure on a modern car is to check the codes which means do it with a fully capable scan tool that can read far more than OBDII codes.

THe code library CD ROM does not work. I've tried it in both Win 7 and XP computers. I guess that means I'll have to look up codes on the internet.

Yeah, didn't work for me either. Just use the manual that came with it. It's got all the codes.
