The epa tests for highway mileage is not what you may think. The vehicle is not just cruising along. The speed is varied between 28 to 60 mph. I find it easy to exceed the epa's estimated mileage by just simply cruising at a steady speed. More info here.
The EPA adjusts the numbers down for the window sticker rating to be more realistic. Their actual test numbers are only used for an automakers CAFE score. (See the difference between ratings done before 2008 and after.)

2007 SS, combination city/highway (43mph average according to the computer) and I get 26.4mpg with a removed resonator and de-screened MAF. Don't think either of those two things have done anything though.
