Exclamation p1374 hi-low resolution 2003 malibu ls

I have a 2003 malibu ls that has the p1374 code, I recently put it in a swamp about 3 feet deep but did not sit there came out the other side, the car runs but bogs out has a hard time getting over 2500 rpm but when it does it shoots up to about 4000. I have tried everything logical, replaced both crank sensors the ignition control module, coils, plugs, wires and the code still is there, it starts hard when hot and runs better when cold, the new wires will arc to everything, rubber hoses, other wires, even the touch of my finger, I have checked the teeth on the harmonic balancer and they are fine, I have tried everything I can think of besides wiring and the pcm. Just wondering if anyone has any ideas where to go next, very frustrated. also the tranny will kick when switching gears again only when hot could this be correlated to anything? thanks looking forward to figuring out this once in a lifetime fix.
