05 Classic Foglights

Does anybody know if the fog light wiring harness is installed from the factory on a 2005 Classic? if so what all would be needed to use it? Also is there a way to make the high and low beam headlights stay on at the same time? Thanks

Does this mean the pig tail for the Fog lights is hanging there even if the lights are not installed? If yes, can you just plug the lights in and use them? Provided the switch is installed as well.
