05 Classic Foglights

Does anybody know if the fog light wiring harness is installed from the factory on a 2005 Classic? if so what all would be needed to use it? Also is there a way to make the high and low beam headlights stay on at the same time? Thanks

Im pretty handy with wiring and would be able to follow a schematic or basic diagram. Is there a diagram somewhere of how to do one of these? The third one sounds the simplest to do.
