The car revs normal while in park, but when you put it in drive the rpm won't go over 1500 or 2000. The car takes forever to get to 60, like 40 secs. Itll shift through all gears. Compression is good, there's no engine codes. Everything is clean and has had tune up, though I wouldn't believe a tuneup would make it do this.

Sounds a lot like one or more clogged cats.

2x on a clogged cat. I traded my old '03 in on a '07 Mustang GT due to the cat being partially plugged and that it had 120k miles on it.
Plugged muffler you would hear a ''hissing'' sound when on the throttle hard, not the normal exhaust sound, cats will not make that noise as they are before the muffler.
One test is to remove front O2 sensors and see if it gets better, it will set codes but performance will improve if cat is plugged.
