I was driving at night and my steering wheel and brakes locked up. The car was still on and the when I turned off the car and turned it back on the problem went away. What could be the issue?

Please explain how the "steering wheel and brakes locked up." Any other information (weather, road conditions, etc.) would be helpful.
I don't know why but this reminds me of an incident a long time ago. We had a trainee in the shop who was a borderline village idiot. So, a customer complains that his brakes have been squealing ever since we had worked on it. The manager tells this trainee to "just spray some stop-squeal on the pads" which he does. The manager then backs out the car and the front brakes locked up as soon as he stepped on the pedal. The darn thing wouldn't move as if the brakes got locked up (like seized on). It turns out the idiot sprayed the front side (friction side) of the pads.
