If your taillights have bulb sockets mounted to a PC board, that alone could be the issue. If they're the usual socket with a pigtail, then check the bulbs when you're back there checking for power.
In my 2011, the CHMSL is powered with a separate fuse and relay from the other 2 brake lights.
Check your fuses and look for any relay that might suggest it's for the lower brake lights.
If someone at one time added a trailer hook-up, it could be part or all of the issue.
