Camshaft problem

Ok i am repairing this car for someone, his timing chain jumped time and bent all of the intake valves, i got that replaced and had the mechaine shop check the guides. I got a timing chian kit which included, camshaft gears,crankshaft gear, guides and chain. When i turn the engine over with a rachet to double check my timing, it jumps timing, when i turn it, the exhaust camshaft jerks, then their is slack on the chain between both camshafts, then the timing gets off, i just cant figure out the problem, any help would be great thanks, This car is a 2004 chevy malibu with a 2.2 eco tech engine

My first questions are:

1. Did you set the marks on the crankshaft and camshaft correctly?
2. Is it a chain or a belt?
3. Did you have to turn the cam any to get the chain on?
4. Is there a tensioner?
5. Which direction are you turning it - the direction it runs or the opposite?
6. Do you have any pics so our members can possibly see what's going on to better assist you?
