Camshaft problem

Ok i am repairing this car for someone, his timing chain jumped time and bent all of the intake valves, i got that replaced and had the mechaine shop check the guides. I got a timing chian kit which included, camshaft gears,crankshaft gear, guides and chain. When i turn the engine over with a rachet to double check my timing, it jumps timing, when i turn it, the exhaust camshaft jerks, then their is slack on the chain between both camshafts, then the timing gets off, i just cant figure out the problem, any help would be great thanks, This car is a 2004 chevy malibu with a 2.2 eco tech engine

I took the new tensinor out and put the old one in and it didnt do it anymore the new tensinor didnt have nearly as much spring, as the old one., so i put that one in and it is fine now thanks for the help, do you think if the car runs that i should put the new one in , the old one looked fine though:)
