Hard to say if it can be done on a Malibu. I added them on my Silverado, I bought a steering wheel off of a Tahoe on eBay. All I needed were the buttons and the harness that connected to the SIR coil (I think thats what its called).

I doubt the harness will be there, your best bet will be to purchase a wheel and use the harness/controls on your Malibu. Keep in mind that even though everything might plug in fine, it won't mean that the BCM will recognize the new controls and allow the use of them.

Yeah, the same goes for the factory fog lights. You can get the entire package (lights, relay, switch) and install it but it won't work until you go to a dealer and have them reflash the BCM to "see" the fog light switch.

That's why on my '09 2LT I wired in my own switch, etc.

Besides, I've discovered on my '11 that the fog lights don't come on the next time the lights do if you parked the car with them on. You have to turn them on each time! That's nuts! And the switch is hiding behind the steering wheel where you can't see if it's on or not. I took care of that as well in my '09 by putting a low-output LED right below the speedo to indicate when they were on, and the switch I installed was a simple rocker. It didn't reset to off every time the key was cycled! It was wired so that the fogs could come on only when the key was on, the high beams were off, and the parking lights were on.

Can I add the radio controls to the steering wheel on the LS. If you lift the cover plate off is it already wired?
Yes you can and no, the wires arent there. But everything can be found pretty cheap on eBay. Thats where I found mine. Just remove the airbag, swap the harness, install the buttons and you're good to go. Below is the buttons and harness I installed. Your current one had that big black connector and only the left side of the harness.
