Chevy Malibu 2007 speedometer, wiper and cruise control not working

First let me say what I have done
1- I replaced the cluster control with OEM
2- I replaced the vss ( vehicle speed sensor)
3-,I checked every and each fuse all seems to be working fine
4-I replaced the steering wheels along with the steering column , electric motor , clock spring etc )!
5 - new battery and alternator
6- fusible link
Nothing seems to be working all gauges are working except the speedometer
Wipers are only functioning on high
Airbag light are on
I gave up , hope someone has the answer for me
