I have a 2012 Chevy Malibu Ls and I recently bent my RF tire, and replaced it with 20s 245/35/20 Tires but haven't gotten around to program my Tire sensor monitoring system, do y'all think this is the reason why my horn is chirping on and off?

Not very likely at all.

The horn chirps when it is locking or unlocking the doors, if the personalization is set to chirp the horn.

The TPMS will chirp the horn only when you are re-learning the wheel location, such as after a tire rotation, and then it's a series of honks more than chirps.

You may have a key fob stuck in someone's pocket or purse and being jostled around, or a failed key pad that's causing it to lock or unlock the doors.
