Is it normal for the 2013 Malibu eco lugnuts in the back to get very hot I know at least the drivers side is

Like how hot? How did you find this out? Your wheels kind of act like a big heat sink for your brakes so if you've been doing a lot of slowing down that can warm up your lug nuts/wheels. Is the rest of the wheel also hot? Maybe you have an issue with your brakes.

As above, I use a non contact temp gun to check for dragging brakes. Fronts will be hotter than rears and temps should be close side to side on each end.
