Instrument panel gauges not working OBD won't scan

2001 Malibu, no gas RPM or miles per hour lights. None of that works. I plug a scan tool in and it doesn’t recognize the car.

Check the fuse for the power port (lighter port). A lot of vehicles use that fuse to also power the OBD plug to power a scan tool.

What repairman54 offers for a solution is only for the OBD port. But you also asked about the instrument panel lights. If the 2 questions are related, then the OBD 2 doesn't have a code for instrument panel lights. I'm guessing you already know that. But just in case you didn't. If you have only some instrument panel lights out, then it's most likely the bulbs or the sockets. Sockets rarely go bad. So I would have to say that it's the bulbs.
