Considering it has to be readable that excludes most colors. Then red and blue can of course get you into trouble.

I think it boils down too, if you get a ticket are you willing to pay it?

Google had my answer--for Oregon:

• A white license plate light is required .
• Must illuminate the license plate so that it can be read from 50 feet behind.
• Must be wired to come on when the headlights or parking lights are on.
• No additional lamp or equipment that impairs the effectiveness of the required lamps are permitted.

Pure white all the way!

v-leds.com has a good selection of 5k (comparable to 5000k or pure white color) bulbs.

IMHO, pure white looks more classy. Instead of looking like a broken down '83 civic with blue LEDs, you'll look like a nice new Lexus or Bimmer! :D
