Malibu 2018 2.0T with 70k km mileage. American specs Car being used in UAE. I am facing with Engine Power Reduced message and Check Engine Light.
I had this issue 2 months ago. The Mechanic cleaned the turbo etc and the error was gone.
Last week, the error returned. The turbo isn't working, the car doesn't have the same acceleration but it doesn't go into limp mode.
The mechanic checked the codes and also disassembled the Turbo and Oxygen sensor. yet the error persist. Mechanic is advising to change the whole Turbo, Throttle Body and Oxygen Sensor.
I have few challenges in UAE : Since it is american car and not GCC specs, the dealer won't diagnose the car. It is very difficult to find a mechanic with good knowledge and previous hands-on experience. Above mentioned Parts are expensive and i need reasonable assurance that replacing the parts will fix the issue.
Any immediate help is highly appreciated.

I would change the oxygen sensor closest to the engine first. That is sensor 1 and it controls engine fueling. Then see how it runs.
There is no repairing an oxygen sensor only replace.

I replaced the oxygen sensor closest to engine. Still I have same codes. Also, the codes won't erase with OBD scanner. Can you please suggest where to look next?

Scan tool is telling you there is a turbo solenoid issue. Check the connections to and the parts that the scan tool is telling you have an issue.

2 weeks ago, The mechanic opened all turbo connections, cleaned them and reconnected. Still I have the code. At one time, mechanic was suggesting to change the turbo. How do I check if a part really needs to be replaced. Thank you for your prompt response.
