Which indicator is on? Driver or passenger? If it's the driver side, generally replacing the buckle where the sensor is solves it. But it's also possibly a harness/connector issue. If it's the passenger side & no one is in that seat, that is often a problem with the passenger presence sensor in the passenger seat.

Circuit/System Description
The inflatable restraint sensing and diagnostic module (SDM) sends the status of the driver and passenger seat belt switch to the instrument panel cluster (IPC) via a serial data communication message. If the seat belt of an occupied seat is unfastened, the SDM will send a message to the IPC to illuminate the fasten safety belt indicator for 72 seconds or until the seat belt is fastened.

Circuit/System Verification
Ignition ON, observe the function of the seat belt indicator while commanding the I/P lamps ON and OFF with a scan tool. The seat belt indicator should turn ON and OFF when changing between the commanded states.
⇒ If the seat belt indicator is always OFF, replace the I/P cluster

Ignition ON, with the driver seat occupied, buckle and unbuckle the driver seat belt, the seat belt indicator should go ON and OFF while buckling and unbuckling the occupied seat.
⇒ If the seat belt indicator lamp is always ON, refer to Seat Belt Indicator Always ON.

⇒ If the seat belt indicator lamp is always OFF, refer to Seat Belt Indicator Always OFF.

Circuit/System Testing
Seat Belt Indicator Always ON
Ignition OFF, disconnect the harness connector at the driver seat belt buckle.
Ignition ON, verify the scan tool Driver Seat Belt Switch parameter is Unbuckled.
⇒ If not the specified value, test the signal circuit terminal B for a short to ground. If the circuit tests normal, replace the SDM.

If all circuits test normal, test or replace the driver seat belt buckle.
Seat Belt Indicator Always OFF
Ignition OFF, disconnect the harness connector at the driver seat belt buckle.
Connect a fused jumper wire between the seat belt switch signal circuit terminal B and ground.
Ignition ON, verify the scan tool Driver Seat Belt Switch parameter is Buckled.
⇒ If not the specified value, test the signal circuit for a short to voltage or an open/high resistance. If the circuit tests normal, replace the SDM.

Connect a fused jumper wire between the seat belt switch signal circuit terminal B and the low reference terminal A.
Verify the scan tool Driver Seat Belt Switch parameter is Buckled.
⇒ If not the specified value, test the low reference circuit for a short to voltage or an open/high resistance. If the circuit tests normal, replace the SDM.

If all circuits test normal, test or replace the driver seat belt buckle.
Component Testing
Ignition OFF, disconnect the harness connector at the driver seat belt buckle.
Test for infinite resistance between the signal terminal B and the low reference terminal A with the seat belt buckle unbuckled.
⇒ If not the specified value, replace the driver seat belt buckle.

Test for less than 2.0 ohms between the signal terminal B and the low reference terminal A with the seat belt buckle buckled.
⇒ If greater than the specified range, replace the driver seat belt buckle.

Repair Instructions
Perform the Diagnostic Repair Verification after completing the diagnostic procedure.

If it's the driver side, generally replacing the buckle where the sensor is solves it. But it's also possibly a harness/connector issue.
It could be chiming because it "thinks" there is a passenger when there is not.
First, try buckling the passengers side belt.

If that cures the problem, then it's caused by the pressure sensor in the passengers seat (stuck ON).

@ Richsand25, I see that you have a 2010 Chevrolet Malibu. If this information is correct, I do recommend having the vehicle checked out at your local Chevrolet dealership. This would allow the technicians to see what is going on and diagnose it. This could be something that might covered under warranty.

@ ricketts58, what is the year of your car?

I have returned from the dealership and they could repeat the seat belt issue. They did find another problem, 3 bad TPMS. They also repaired my other issues, window noise when rolling down driver side and rear window foam. I was very happy with my service.

I understand this is an old post but my car just started doing this today and want to get to the bottom of it and I see your car was in the shop but you never followed up with what they did or replaced.
