I just bought a 1999 Malibu for a commuter car. It is in excellent shape and looks great. It does have a problem however with the heater control module.
It blows cold and cannot be adjusted. Everything else on the control panel works except the middle button that controls the temperature. I bought a used control module today and swapped it out and I still have the same problem.

Can anyone offer advice on what to look for next? I don't know where to start or what I am in for here.

First would be to check to make sure the cooling system is topped off. These N-body malibu's have an inherent problem with the Lower Intake Manifold gasket leaking on the 3100 V6's. One thing to consider is having the system flushed and new coolant put in, there might be a blockage in the system, the Dex-Cool is bad about gelling up after five years, sometimes sooner.

The good news is that invenstigation reveals that it was only a bad actuator. The bad news is that when GM built the car the very first part that they put on the assembly line was this actuator and then they built the entire car around it...
What a PITA.
