We have a 2013 Malibu LTZ with about 28000 miles. It is mainly my wife's vehicle (and she historically has been hard on brakes). Driving it recently I notice a slight pulsation when applying the brakes. It that a sign that a brake inspection is needed? Is 28000 reasonable for needing new pads or whatever?

It doesn't hurt to pull a tire and look.
City driving you could be ready or close to be ready. Pulse is a rotor warping, pads AND rotors should be done as a set.
Salt zone rust could have shortened rotor life with low mileage usage.
