How do these lock? Trying to remove and cant figure it out.

Because California makes those rules, automakers comply since California has 40 million people and policies that made it the 5th largest economy in the world if it was its own country.Some years back, when cars had serviceable PCV valves, they weren't locked to the engine. I'm not sure when that changed, but it seems odd that a maintenance item is permanently affixed and has to be destroyed to service it.
