That's a tamper proof fitting on the fresh air PCV tube. You have to carefully cut it away.

Some years back, when cars had serviceable PCV valves, they weren't locked to the engine. I'm not sure when that changed, but it seems odd that a maintenance item is permanently affixed and has to be destroyed to service it.

CARB rules. They make it unpleasant to modify emmissions components to prevent most modifications. Because California makes those rules, automakers comply since California has 40 million people and policies that made it the 5th largest economy in the world if it was its own country.

CARB rules also apply to NJ, NY, MD and a few other states that require CA emissions.
